I want to make npc like this illustration :

 

Player with last login 1 june 2016 or less can get reward from NPC Comeback is real .

if last login more than 1 june (2 june, 3 june, and next) is can't access the npc

 

what command should i use ?

If you're asking what to do (I think) the best way would be to query the login SQL table

 

There's a column for last login date

query_sql

 

 

then make a bit of code to check the current date
