~ another is the assump scroll the description says that this item wont work while the user is casting a spell or skill. However you can cast skills and use assump scroll at the same time.
-Edit- Not only the Item Scroll but also all the Usable Item
except "Neuralizer" are consumed immediately while the user is casting a spell or skill..

The task is clear.
But the question still is is: Is it the fact that an item checks its using condition(s) before being consumed and only is consumed when all conditions are fulfilled which makes an item usage delayed or are there more things I have to check?

Changing to 0 or 2 indeed fixes, but if only someone can provide an answer to Kenpachi

It's probably like I said... If an item is of type "delayed consumption" it checks the conditions before being used and only is consumed when all the conditions are fulfilled.

When a item is delayed and you click on it during delay nothing happens, if the delay time has past and you click to use the item, it's consumed BEFORE the effect, not during, not after, even if you don't use it.
This is how official act.

Update:
Official: the number of scroll should be lessen upon clicking or using it on the target.
Hercules: when clicking it, the number of scroll doesnt change until it is successfuly casted on the target.
PS: As of now, I have noticed upon using Yggdrassil Leaf after a cast delay status, item does not disappear (example: if i use Storm Gust followed by Yggdrassil Leaf, it won't work and it will not disappear in your inventory)
