~ another is the assump scroll the description says that this item wont work while the user is casting a spell or skill. However you can cast skills and use assump scroll at the same time.
-Edit- Not only the Item Scroll but also all the Usable Item
except "Neuralizer" are consumed immediately while the user is casting a spell or skill..

Well, that can't be solved by editing database files. I'll move it to the core section.

To reproduce..
Using Item Scroll (ex. item: Heal Scroll)
On Official:
Click the Heal Scroll = target cursor showed up (Heal Scroll consumed immediately after you click it)
On athena:
Click the Heal Scroll = target cursor showed up (the number of scroll doesn't change until it is successfuly casted on the target)

I'll be working on getting to find out how this is supposed to work, because delayed consume is a official item type, either we're applying it wrong or it stopped being used long ago.

I've confirmed with muad_dib as well, well at least it seems the items are on the wrong item type (they shouldn't be in delayed consumption) which makes it a database bug and I'll move it back to database section.

So what exactly makes an item usage delayed?
Is it that it checks its use-conditions before being consumed? If that's the point there are more item then Neutralizer. For example Battle Manual, Mercenary Scrolls, Mercenary Potions and some more...
