nope that is not the case..Release doesn't have any kind of delays..it depends on the global delay of the spell/skill used..Release is taking the delay of the spell that is being released, and that is not happening on rA... but yes in iRO...
for example SG having a 5s therefore you can't cast release for 5s...but I can spam ES between .5s delay using release...
to sum up Release ignored skill delay and cooldown(of course its individual delay of skill) except global delay...
