Let me think, ahh... When you start to make the "Ring of Wise King" Quest... It won't to be makeable after "Finding a Fairy" quest is completed.
At some step there's not possible to do quest further... I met the problem at the step... At the step Nr 2.:
Inside, up the stairs, find the linguist in the room to the far right. He asks you to visit the Faerie and Giants out on the fields and remember every single word they say. These are from the Finding a Fairy quest.
But, NPC tells me: you don't have permit to speak with me and so on... So, something is broken in this script... (

No issue here, tried reproducing but I couldn't.
Finished Finding a Fairy first, then before doing Report from the New World, I completed Onward to the New World Quest, Attitude to the New World & New Surroundings.
As long as one is above level 69 it will display the message, no matter if quest 2158 is set or not (2158 = Fining a Fairy). Same thing for the Giant.
