Bloody Lust has a huge re-use delay at the moment. It is not supposed to have any re-use delay and is supposed to have a 2-second aftercast delay according to officials.
Furthermore, according to the official description, "You can only have 1 Bloody Lust down at a time, if you attempt to put another one, it will cancel the first and replace it."
If it had the re-use delay that it currently has, it would be impossible to put one down while the other was still active.
