I think its working as intended, if i remember wedding/tuxedo has decreased walking speed

hmmm why it is happen only when i talk to the npc right after i get the buffs?
in a official behavior for merchant with cart. with lower skill of push cart. your walking speed is slow. but when
you increase the level of it your walking speed will be increase. so if it will change to wedding class.
your walking speed should be change right after you wear that item. not on getting on the increase agi buffs
from the npc.
