Asura Strike not casting when get hit(normal hit)

im having a problem in my server where when u cast asura strike, if u got hit by someone or anymonster ( normal hit) u cant even cast asura strike. It says skill had failed.

Example: If a sin x constantly atk u using normal hit, you will be not able to cast asura strike(not even cast)

normally if u equip phen card when a sin x constantly hit u(with normal hit) or use skill hit u u can cast asura strike and the cast wont break.
but in my server eventhough u equip phen card, when the any job hit u with normal hit or use skill on u u cant even cast an asura strike,(Not Even Cast) only says skill had failed.

so how can i fix tis?
