That is how MC worked as I tested it for the last time (well I quited some month ago, so I can't make a movie, but maybe someone else could do that):
70+6 dex without MC will not give you more then 70+29 dex
70 -19 dex (while standing in Quagmire) will give you the max of 70+29 dex and going out of quagmire will still give you a max. of 70+29 dex.
It's the same with curse status + luk
This fix affects quagmire only, so you can still get more stats by getting buffs and putting on gears after Marionette control (e.g. by putting on Apple of Archer and getting Gospel buffs it will be 70+29+20+3 = 70+52 dex).
I can remember, that some people were even baned on euRO because of abusing this bug on some PvP location. I also asked some friends of mine to test it on iRO and they confirm Marionette Control is working as described in the quotation, except for it does not effect quagmire only, but quagmire
and curse.
