Status Effects

In the duration that I've had my server opened with the newest SVN, I've been having troubles with status effects from cards and skills alike. They seem to pick and choose when they want to work, even after extensive testing. I spammed Lex Divina on several different mobs for 25 minutes with no luck, however I was able to cast it successfully on a player and mute them. Storm Gust and Frost Diver do not freeze, stone curse does not petrify, etc. I'm not particularly sure what to make of this, so I figured my best bet was to post my issue here.

Edit: After more testing, it seems that absolutely no effects work on demi humans, however other effects work sometimes on mobs.
