by Normaly, Storm Gust freeze the target in 3 hits (Official Style).

State of being frozen. When the Storm Gust then hit the target, the attack hits the Storm Gust is not recognized earlier.

stormgust now can freeze with each hit to a % chance.
the three hit system doesnt exists in renewal anymore.
