On athena:

I've confirmed with muad_dib as well, well at least it seems the items are on the wrong item type (they shouldn't be in delayed consumption) which makes it a database bug and I'll move it back to database section.

Is it that it checks its use-conditions before being consumed? If that's the point there are more item then Neutralizer. For example Battle Manual, Mercenary Scrolls, Mercenary Potions and some more...

the item is using item type 11 (delayed consumption) while it should be either 0 or 2 (consumable/instant consumption)

It's probably like I said... If an item is of type "delayed consumption" it checks the conditions before being used and only is consumed when all the conditions are fulfilled.

When a item is delayed and you click on it during delay nothing happens, if the delay time has past and you click to use the item, it's consumed BEFORE the effect, not during, not after, even if you don't use it.

This is how official act.
