Vacuum Extreme cool down : 5 seconds
But in game, player still can spam the skill without 5 seconds cool down
2. New Bug also found in inmobilize duration (If i correct)

In skill_cast_db , Vacuum Extreme inmobilize effect is 12 seconds,
The Vacuum Extreme animation disappear after 12 seconds, but the effect still there until 20 - 24 seconds (With 1 Str)
