[Skill] Sura(Trans+Non-Trans) in Rising Dragon state unable to summon over 5 spheres with Call Spirit

Basically, Suras are unable to summon over 5 spirit spheres with "Call Spirits( Summon Spirit Sphere )" while being in "Rising Dragon" state.
Furthermore, Non-Transcendent Sura cannot reach 15 spheres aside from initially using "Rising Dragon" due to not having "Dangerous Soul Collect( Zen )" which is a Transcendent skill.

This can be reproduced using clean SVN checkout of the revision 16673.

1. Change to Transcendent Sura
2. Use "Rising Dragon"
3. Use up all spheres
4. Use "Call Spirits" over 5 times to notice the skill fail on the 6th time
5. Repeat with Non-Transcendent Sura for same result


A few forums I've read following the find suggest that the "Rising Dragon" state should normally allow Trans and Non-Trans Sura alike to summon up to 15 spheres with "Call Spirits".
