When casting a skill the motion should be steady however when you cast a skill at the same time you walk, you will be moving as if "you have been hit by a monster".

I think its working as intended or its part of the skill animation..I check other job only sura has this kind of action..and as you can notice even not walking it has the same animation except that its not moving/animation ..anyway lets check in official server if its the same..
