On official server you can use the "dispell" skill to any party member even on Non-PVP maps. In hercu, you cant.

Is your party member perhaps also in the same guild as you (or both without a guild)?
Does the issue occur when your party member isn't in the same guild as you (and at least one of them is in a guild)?

If the answers are respectively yes and no, I have a fix ready.

On pvp/gvg room dispel will affect all players but outside pvp(town) only party members can be dispelled it doesnt matter if he's your guildmate or not. if the player is not in your party outside pvp (town etc.) he should not be affected by dispel. :)
