Fire Expansion Level 3 Not Functioning

Fire Expansion 3 is not working.

I've tested the damage reductions for both ranged and melee damage. Neither work.

Ranged reduction is supposed to function like a somewhat crappier version of defender - 50% reduction.
Melee damage should be reduced by 15% - tried with melee attacks and skills.

Furthermore, the +20% flee bonus is not functioning.
