Basically you need someone to make the server and manage it? A team that is dedicated to the server...
Basic things you need is Dedication, Lots of money, A team who has experience in handling big servers, a dedicated server and a very good developer.

You sure do need lots of money to achieve that kind of server. 

Just to remind you, if you are gonna hire someone make sure they have high reputations.
Many "Developer Wannabee" lurking around trying to scam people.
