I know this is old but I had the same issue googled and came here, fixed it myself by using other palettes from Kamishi's pack https://rathena.org/...m-693-big-pack/
thought I'd post this in case anyone else had this issue later
To be clear this adds the missing palettes for Oboro/Rebellion/Kagerou
