No Message Show When Use Skill Refine In Master Smith

This images is from another server
In my server this one doesn't show up when use skill refine in master smith
this message doesn't show up can any one help me fix this problem please
Server : Hercules
Exe : 2014-06-13aRagexe
I also upload a msgstringtable.txt for you guy to help me

How can i fix this one
